After nationalisation the oil majors such as the Indian Oil Corporation ( IOC ), the Hindustan Petroleum Corporation ( HPCL ) and the Bharat Petroleum Corporation ( BPCL ) had to keep a minimum stock level of oil, to be supplied to the military when needed.
